Insert Paragraphs

Options
This is a question on behalf of my boss. He says in the days of word processors, you could create paragraphs and save them separately, a sort of template. Then, when creating a new document, you could compile it using these paragraphs, selecting just the ones you want. I said did he mean by cutting and pasting, but he said it was more automated than that. Just pressing a number assigned to that paragraph. The only thing I can think of, is some sort of mail merge, but can this be made simple?

Or Word's Quick Parts/autotext, depending on the version.

Sounds like Autotexr to me. Not sure if newer Word has an equivalent, moved on from the job where I used it.
