Tearing my hair out with Ctrl buttons

I took my laptop apart as it was overheating and I wanted to clean the components. From that point the Ctrl buttons wouldn't work.
I've replaced the keyboard but they still won't work. I've tried removing the keyboard driver, making sure it's up to date. Nothing seems to fix it. I've googled hundreds of results but I can't find anything to fix my problem.
Can anyone help?
