Premium bonds - a good idea or not?

i hold 10k as executor of my dads will for grandchildren. the best i could do without the hassle of opening isas in their names was to use my isa allowance over they years until they are coming of age which is quite soon. i have placed them in premium bonds and they have won 3 lots of £25 - hardly great return but compared to 1% its a gamble that might win them more with all the wins being converted to more bonds for them
easy access to for when i need to give the money to them0
