Given that banks in general seem to struggle with any kind of account that is non straight forward you might be better if you picked a signatory that had full uk ID !
Regarding the complaint , if it was upheld ( and you did get poor service ) then you would get some financial compensation perhaps a few pounds might go towards something for the scout group ?0 -

the Branch will have no idea at all.
Frankly the effort in changing sig's even with all UK citizens is so great that I know of one organisation still relying on the ex/retired committee members to sign cheques - simply that no one can face the effort and aggro of getting the signatures changed to the current committee.0 -
As US citizens do not actually require a visa for the UK, I assume what they will not accept is the UK entry stamp or the leave to remain stamp or vignette (commonly incorrectly referred to as a visa) issued by the home office.
US citizens are "visa nationals" and therefore require a visa to live in the UK. They do not need to get a visa in advance if they are just visiting, although they are sometimes recommended to. A vignette is the physical evidence that a visa has been granted.
Leave to remain stamps have not been issued since approximately 2001, and leave to remain vignettes were converted to Identity Cards for Foreign Nationals (ICFNs) from 2008 onwards, although the public-facing name changed to Biometric Residence Permit (BRP) in 2010.0 -
Whether you complain or not about the poor service, I suspect the real problem is that she is a US citizen which is causing BOS issues.
The US FATCA Act requires foreign banks to report to the IRS the details of all US citizens who have accounts with them.
Many non US banks and other financial institutions have simply taken the view that as a consequence they will no longer deal with US citizens and be at the risk of massive US fines etc. if they get something wrong.
I am not saying BOS have taken that view but you may find it easier to get a non US citizen to be a signatory - and just blame the US Government!

Lol, I'll make sure to take note of that, having lived in the UK since 1977 and having had the same bank account since before I was naturalised in 2004, I suspect the passport on record for me with my bank is my US one...

There has been a large increase in the number of (ex) US citizens who live overseas renouncing their US citizenship partly as a response to this law in the last few years and the need to file US tax returns even if they live overseas (see here, here and here)
As for UK financial institutions I have seen a number of application forms which explicitly ask you if you are a US citizen - and several expressly saying US citizens can't apply for their products including National Savings and the Nationwide Building Society..
