CTC Demand letter for historic payments

Hi, Thank you for taking the time to have a read any advice would be appreciated.
Previously my partner was employed by the same company for 11 years paying NI & Tax, my Partner has now gone self-employed having moved from England to Scotland (September 15), He has been assigned a UTR number and he has registered as self -employed with HMRC. By changing his employment status we think this has triggered letters from CTC. They have sent him a notice for over payment for 2007/2008 - 2008/2009 when he was married with 2 children. He separated from his partner in 2009 and divorced after 5 years in 2014. The relationship is very turbulent with the x (the oldest child is now 19 and the youngest 13).
Unfortunately he left the household expenditure details to his x when they where married (which did lend them both in a lot of debt, he has since paid this off), he honestly does not recall claiming CTC, he can remember querying with his x back in the day "how where they entitled to CTC "? but never gave it another thought, he never saw any associated paperwork. When she left she cleared the house of all financial details (the amount of debt only came to light when the letters appeared via post after she walked out).
The amount CTC are claiming for in over payment is approx 3.5k, they state that they have tried on numerous occasions to contact him. (no letters or telephone calls have been received even though he has been an insurance and tax payer all his life and lived at the same address for 5 years). No notification from his x either. Why now even though she has been claiming CTC all these year?.
Whilst I am aware ignorance is not a valid excuse, we are now lumbered with this and unsure how to progress. (its a lot of money when he has just gone SE).
Do we make an appeal straight away and under what grounds?,
Is it too late for CTC to reclaim? and can we make a request to CTC to ask for the letter dates, address and contacts made from CTC to him, and for the completed forms from 2007-2009, so that he can check the details?
What about the data protection act? I presume they will not divulge information if letters where addressed in the x's name?
Will they just be pursing my partner now for the full amount or half,?.
When we contact them do we give the name and address of the x?.
Are there any templates available.
