And that's precisely why they will be excluding own brand products. the biggest promotions are generally on branded goods. They will already know that muggles will buy brands no matter what. those muggles do not notice or care when they buy their brand and get a few quid off their shopping.
The under muggles are the ones who get tempted when brands are on offer and are their most lucrative customer. They will buy when a brand is on offer and feel like they got a bargain and stay oblivious to what a PP even is.
