Controlled Parking Zone (CPZ)

Recently the street I live in has become part of the CPZ in our town
You can specify two cars (Registration Number) on a single parking permit. The permit can only be used in one car at a time
The parking signs say "Resident Permit Holders or two hours no return within one hour
Mon - Sat 08:00 - 18:00"
Question regarding the two cars specified on the permit, lets call them A and B
Both cars park overnight, permit in car A, at 10:00 the permit is moved to car B, is car A then allowed to stay for another two hours without incurring a penalty, at 12:00 can the permits again be changed over

    Why not just cover up the plavtes of the car that is not displaying the permit ?.
    The CEOs cannot tamper with any such cover as they themselves would be breaking the Law.

    ^^^ Might work in a private car park but failing to display a number plate on a motor vehicle on a road is a specific offence on its own. Besides the fact that the vehicle with the covered number plates was without a permit displayed might just be a giveaway.

    Not sure about the validity of the suggestion that a CEO would breach the law if they were to lift/move a cover over a number plate.
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

    Not true I'm afraid, maybe you would like to test it in court?

    Lord Davies of Oldham: While there is no specific legislation which permits, or prohibits, the removal of vehicle covers for the purpose of establishing its identity, it is an offence under Section 43 of the Vehicle Excise Registration Act 1994 to obscure a vehicle's registration plate. Parking attendants have a legitimate interest in determining registration details if they believe a vehicle is contravening a traffic law. I understand that parking attendants do remove covers to establish a vehicle's identity and it would be, ultimately, for the courts to decide on the legality of such actions.
