Installing a dormer advice

Hi all,
I am looking to make use of some wasted space in my house. I own a chalet style bungalow with two bedrooms upstairs and want to create an upstairs bathroom. I have a small 'room' approx 2m x 2m which was originally the cupboard that housed the water tank. This is just being used for storage currently because of the sloping roof. It has a proper floor, electrics and a standard door, so not like I am starting from scratch.
Ideally, to add headroom, I would want to add a dormer window. Another house in the street has already done this and my neighbour is more than happy for me to go ahead. The downstairs bathroom is directly below so am hoping the plumbing would be more straightforward that if it was not.
What I want to know is where do I start, does this fall under permitted development or do I need full planning permission? I've never done a big job like this. I've put in a very rough sketch below of the room in profile now and how I want it.
What I want is a shell so that I can get my own bathroom fitter in to complete the job. Has anyone done this and have any advice? I realise there are so many variables. Is there anything to be aware of before I start this process? Do I need an architect? So many questions but hope someone will have done something similar and can advise.:)
