Adding a "relay" to a smart meter

After limited success with the Ovo smart meter, all communication between my smart meter and Ovo has failed.
Ovo put me in contact with Lowri Beck (Siemens were the original installers of the smart meters) to fit a "relay".
I had understood that an external aerial would be fitted. Does anyone know what a "relay" is in this context?
I cannot find much out about this by using Google.

I have osteoarthritis in my hands so I speak my messages into a microphone using Dragon. Some people make "typos" but I often make "speakos".

I would love a Smart meter but mobile phone reception is so bad at my house I just know it would not work so I am not persuing the idea.0 -

Thank you, matelodave. As far as I can see a 3G repeater would not be licensable by OFCOM albeit that devices on ebay are cheap. There appears to be a type of repeater in the UK that is controlled by the parent cell.
