What's a second chance offer?

I'm new to selling and have just made a sale (for a lot less than I hoped). I'm waiting for the seller to pay but notice on MyEbay that the item is eligible for a 'second chance offer'. Can someone tell me what this means? I got such a disappointing price that I'd jump at the chance of having another go but don't want to do anything to risk negative feedback.

it means that the second highest bidder gets a chance at the item for whatever he bid.
it means that you sell it for less! (check the bidders list to see the amount the second highest bidder bid)
if it went for a very low price, get mean, if they dont pay quickly (within 7 days is reasonable) you've every right to refuse to sell! (especially if you have stated payment within 7 days!)
wait 7 days, if no payment, file a non paying bidder, if still no payment (i go by 10 days personally) then relist the item, after 14 days total you can get your final value fees back and neg the buyermoney saving my @rse.
I've spent 10x as much as I would if I had never discovered this website :-)

Second chance offers are wonderful, but not when you don't get a good price for something in the first place.
It just means that you can offer a second identical item to any of the underbidders for their highest bid. The advantage is that you only pay FVFs if they take up the offer and you don't have to pay listing fees.
I use it a lot when I have more than one of anything, last week I sold three items for the cost of one set of listing fees, as the second and the third highest bidder took up the second chance offer.
As a buyer it's good as well, I have been offered second chance offers on a few bits and pieces and have been happy to be able to have something that just got away from me bidding wise at the last moment.

Thanks for this. Another question - I stated that I would only accept PayPal but the seller is paying by credit card thus a message from PayPal offering to upgrade my account accordingly (and assoc charges). Don't want this form of payment. Is it suitable grounds to call the sale off?0

No you cannot call the sale off. By offering paypal you are offering the buyer the choice of how he funds that payment and credit card payments via paypal are allowed.
You will need to upgrade your paypal account to accept this payment and will then be charged for all further payments into your paypal account however funded.
The basic paypal account can only accept balance transfers and if you are only planning to use a basic paypal acocunt you cannot list paypal as an option in your payment methods.
However, since you did say paypal your buyer has a perfect right to use his credit card and you cannot refuse that payment.

Woah! That's me told all right! So if he is paying via Paypal but with a credit card, is it safe to despatch straight away or do I need to wait for the payment to clear?0
