DLL may be missing. File "WININET.dll"

I have had issues with computer and I did a System Restore.
Various programs, for example Avast anti-virus, could not start, Windows Defender displayed as out-of-date would not update, and I got the following as the reasons:-

Program cannot start because the following is missing from your computer. Try reinstalling the program to fix this problem-

api-ms-win-downlevel-ole32-¦1-1-0.dll
and
api-ms-win-downlevel-user32-¦1-1-0.dll

The symbol before the first number 1 appears as one of three on the first key of the numerical keys row, but I don't know how to access this. I pressed AltGr and this key and got the one displayed above.

I have no idea what this all means, and even less ideas as to how to reinstall the above programs.

    Run System File Checker:
    When I right-clicked on to the cmd and clicked on Open as Administrator I got a window asking if I wanted to allow the following program to make changes to this computer? I clicked Yes but nothing happened. As this is an exe file I am not surprised as when I start my computer, after the Welcome window, I get a series of ‘Pop-up’ small windows telling me that the program can’t start because the api-ms-win etc is missing.
    For example: WLTRAY. EXE–System Error. WDDMStatus.exe – System Error. CCleaner.exe-System Error. iexplore.exe-System Error.

    Run the MS Safety Scan (msert.exe):
    I went to the website and the Download started, displaying in the bottom left hand corner as normal. When the download was complete it displayed Failed – Blocked. The file download errors site said the cause was my security settings blocked the file, and the file you tried to download was removed by the Windows Attachment Manager. It went on to say that I should check my Windows internet security settings to see which type of files you are able to download and why that file was blocked. But it did not say how I do this.

    When did this ‘not responding’ start?
    About the middle of September 2015, shortly after I installed Windows 7 Home Premium purchased from a supplier on the Amazon website, but not supplied by Amazon, and listed at the bottom of the page. At first all went well for a week or two, then later, after logging-on and displaying the Welcome page the screen went grey. I could not see to it immediately as I was going away. I have just returned.

    What I have tried so far:
    • Restarting using the F12 key to start in Safe Mode with Network Support. Windows Security Centre cannot be started.
    • Two different System Restore Points back to 09 September 2015. Pop-up telling me that System Restore did not complete successfully. Your computer’s system files and settings were not changed. Details: System Restore failed while restoring the registry from the restore point. An unspecified error occurred during System Restore (0x80070005), followed by the same set of pop-up messages re .exe files as above.

    Notifications from Action Centre:
    • Windows Defender is out of date. I clicked on Update Now and message came back, ‘ The program can’t check for definition updates. Error found: 0x80004004. Operation aborted.
    • Avast anti-virus reports that it is turned off. I clicked on Turn on Now and a pop-up said VisthAux.exe-System Error. The program can’t start because api-ms-win etc etc is missing from your computer. Try reinstalling the program to fix this problem.

    In addition:
    When I open a Microsoft Office Word document, the information, for example the Font Type and size, is all displayed in little squares [].

    Could I download an AntiVirus program on a USB stick or External Hard Drive from another computer and run it in this dodgy one?

    Would there be any value in running again the Operating System Reinstallation DVD disc for Windows 7 Home Premium?

    On the External Hard Drive I use for my computer, I have the following listed under RECOVERY. I cannot remember what they represent! Would these be of any use in sorting out my computer? If so how would I do it?

    • boot - File Folder
    • efi – File Folder
    • (my name) –PC (Windows Back-up) – File Folder. Properties: Size 2.28 GB. Contains 42 Files, 4 Folders.
    • Sources – File Folder
    • bootmgr – File 387KB
    • bootmgr.efi – EFI file 1,126KB
    • MedialD.bin – BIN File 1KB
    • reagent – XML Document 2KB

    No luck there. I tried one link to ReimageRepair but as this is an .exe file I could not download it, Failed-Blocked. See previous posts.

    One member said that his problem was fixed using System File Checker (cmd prompt and typing in sfc /SCANNOW), as suggested by Exo, but as previously posted, I cannot open cmd.

    Would an external hard drive be OK?
    The only CD I have is CD-R.

    Exo. This is what I tried.

    The pop up window was the UAC (user account control) requiring confirmation. When you selected 'Yes', did the command prompt window open as "Administrator: Command Prompt"?

  • No, I got no window at all.
    I did manage to get the Command Prompt Window open but it would not load as it is an .exe file. Same old, same old.


    When I tried the bleepingcomputer.com link you suggest, I got a drop-down box under the URL saying:-










    Bing suggestions
    Turn on suggestions (Send keystrokes to Bing) this was highlighted like a Hyperlink. And a another link saying Add.
