FTB Buying Off Plan - Can you make a lesser offer?

Hi There,
Just a quick question about buying off-plan.
There was a new development being offered 'Off-Plan' that I was interested in a few months back where the property I was interested in was listed in the first stage at £215,000 but I held off as I wasn't quite earning enough to realistically be able to afford it.
Since then I have received a pay rise and am now interested again in the property.
However it is now at stage two of the reservation stage and the price has increased by 5k to £220,000.
Is it likely the agent who is listing the properties will allow me to offer a lesser figure in order to reserve the property?

Go see it, work out what you would like to offer, then offer. All they can do is say no.0

If I were to put the reservation fee down would the price be agreed there and then or can you make the offer closer to the completion date?0
