Do I need planning permission to build a conservatory next to my neighbours wall, not touching it, but a few inches from it?

Also consider the practicalities of what you're doing. You're probably OK to build right next to it given the shallow excavations, but how are you going to clean the glass down that side? You want at least 10" of room so you can crawl down there and do any cleaning
