Hope this works:
OK, I'll get back with more "normal ideas", lol, but first off seems to me you could get those winter pipe covers that have an opening down one side and they slide on, you can cut to size. Something like this.

You could cover them with fabric or the like to match your chair covers.
When done, they will be forward of the top bit, so that won't matter.
Just an idea!
