I'm no longer changing the layout of the flat so I don't see a reason why I need to hire an engineer.

I probably wasn't clear enough but I wanted to find out whether the condition of the extension has a bearing on building regs (if needed) for the new work that'll be carried out.

And I meant to say the width of the opening will remain but the height will increase. I have been in touch with council building control and they said as long as the width doesn't change, I don't need building regs.

But I'm not sure if I need building regs to replace the kitchen and bathroom (which will involve changing plumbing, heating, electrics).

It was a silly mistake I made. I told him I'm getting a new kitchen and bathroom and he said I'd need building regs but what I'm doing is replacing existing kitchen and bathroom. So I'm not sure I still building regs in this case. I will ring back on Monday and ask them but there's a long wait to get through to them :(
