Painting a basement

As an inexperienced DIYer, I would greatly value the advice of more experienced people on the following issue.

My house has a basement (around 25ft by 12ft.) which is probably damp although there is no obvious sign of moisture. However, the paint on the walls is deteriorating and has in places become crumbly and powdery. The ceiling is reasonably okay but I would like to repaint both the walls and ceiling.

Can anyone kindly supply me advice as to what sort of paint or any other "chemicals" I can use in the confined space? Or any other general advice?

  • I forgot to mention that a few years back there had been a water leak that had caused some issues in the basement. But as far as I can tell that is not a problem now.
