    But it does put them on the spot to clarify if it's a charge for a service or if it's a claim for damages. If they say it's a charge for a service, you can rebut that "are you sure, where's the VAT?" which causes them to either go on record as not paying VAT, or to change their stance in front of the judge, or to try and BS their way out of it.

    Bringing up VAT will certainly not help the PPC in any way and may cause their rep to trip themselves up spectacularly.

    And if a judge does not take it up, you can always claim that the judge made an error in law.
    You never know how far you can go until you go too far.

    According to my understanding of Notice 700, The VAT Guide, section 16-6. Then yes.
    Also, a VAT invoice does not have to be issued to a non registered person/company - but MUST be if requested.

    So failure to supply a VAT invoice is an offense?
  • Vehicle Control Services state in IPC appeals their charge is contractual, but in court for the same signage they then argue the charge is for breach.

    This clear evidence of potential fraud has been reported to the IPC who for some reason have declined to investigate.

    I would suggest that in a free car park even when you don't overstay they would still have to give you, (on request), a VAT invoice for £0.00 plus Vat since a service has been provided. (Of course the Supreme Court may rule otherwise!).

    Yep, and with no VAT invoice, how can i possibly process payments and comply with my accounting procedure obligations and stay compliant with VAT requirements.
