Ulster Bank defaults payment on 0% effects credit

Ulster Bank, (in their 2015 troubles), defaulted a payment to my Halifax 0% balance transfer account which kicked in the interest. Halifax reduced my credit limit and state it will only be looked into after 6 months. Halifax say its their policy. 20h55 30-09-2015.
Q: If my credit limit has been reduced, will my credit rating suffer a similar consequence. If so, do I request assistance from Ulster Bank (hardly likely to happen) or do I ( take legal advice). Thnx.
