Childcare Tax Credit

Based on the info Martin had put up regarding childcare tax credit, with regards to both working over 16hrs & earning under £46k jointly, I completed an HMRC application for childcare tax credit.
We just had the response which says that we are entitled to nothing - as any entitlement shown has 'reduction due to income' which reduced it to £0. We earn well under the £46k limit, so I'm trying to understand why are entitled to nothing...
Does anyone know why how they work it out? Is it simply that our childcare costs aren't enough in comparison to our income?
