Letting Agency Not Refunding Holding Deposit After Changing The First Agreement

hi everyone,
A friend of mine agreed to rent a property with a local letting agency, and paid them £600 holding deposit. The initial agreement was £285 a week and the start date was supposed to be 5th of Septembet. Both parties signed on the initial agreement.
However few days later the agency called him to tell him that the landlord doesn't want to let for less than £290 a week, and the start date will be the 1st of September, he then told them that he doesn't want the property anymore and asked them to return the holding deposit, but they refused, although it was them who changed the agreement.
Can he claim his money through small courts claims, he has both copies of the initial agreement -which he had paid the deposit based on it- and the amended agreement which eh didn't agree with.
