Forces help to buy help

Hi, wasn't sure if there's already a guide on this avaliable.
Currently I am looking to apply for the forces help to buy sceme via JPA but don't understand the process surrounding it. I.E. Do I need to have a bid on a house accepted then apply or?
I have asked the writes on base but they were of little help. Could someone break down the whole process for me please?

You don't make the application on JPA until you have found a property, had your offer accepted and have a solicitor.
