Hi all In my post there is times that we are involved with the police for various reasons and have to attend court. I have been cited to attend but as it falls on my day off (only day off that week) my employer is refusing to sign off the expenses form, stating that as I am not working I can't claim or it would be fraud.…

It sounds as though you are attending as part of your job, so the appropriate way to deal with it would be for your employer to amend your roster so you work that day, and pay you your normal wage and your expenses.
It is extraordinary that they are apparently asking you to put yourself in a position of being out of pocket *and* giving up your own free time in order to work.
