Turning a website mockup into a website with CSS

Just starting to learn web development and trying to turn a screenshot PNG into a wordpress website using CSS.
Can anyone recommend any tools to aid in doing this or any great CSS extensions and websites etc they use in doing fancy stuff with CSS?

It's a wordpress site at the moment, already repsonsive
Struggling with the CSS, converting the fancy graphic into the webpage0 -
I had an article somewhere about doing just that, taking a mock-up from Photoshop and making it real. I can't find it now, you could have a look on sitepoint.com and see if there's anything on there, it has a lot of tutorials and other articles.0
