On the gov website it says
Supposing nobody knows when this 'new service' will be available?
This is part of the email I got as an MOT tester, doesn't really answer your question I'm afraid:--
MOT history
The existing ‘check the MOT history of a vehicle’ service will be unavailable from 10pm Wednesday 23 September 2015. This will be replaced by a new service which will be available soon.
In the meantime, you can check if a vehicle has a current MOT by using the ‘check the MOT status of a vehicle’ service.0
