    Basically everyone over the age of 18 should have an income, either wages or benefits. You need to prove this income. If you cannot the council will assume the non dep is earning and deduct accordingly.
    People over the age of 18 can't loll around the around the house at the tax payer's expense. They must either work or claim an out of work benefit.

    He lolled about at my expense! He didnt claim benefits as we didnt know he could and he couldnt get a job for two and half weeks before he left home, as here in our area, jobs for that short period of time, dont exist.
