Advice needed to claim back Ebay fees

I have just had this guy do a Buy it Now, He only registered yesterday. Sent him an invoice and his address was in the Isle of Wight. Received an email back from him as follows:-
hello seller,
good day to you,hope all is wll with you and your business.i am happy
to be the highest bidder on your item,i will like you help concerning
the shipping of the item for a relative in africa on a conference via
ups fastest service.i wil ve resposible for the shipping and i will be
very happt if you can render this help to me.i want you calculate the
shipping cost of the ite and get back to me with totoal cost including
shipping to nigeria.the recipent address is below.

Deltal State

get back ot me to countinue with the transaction cus i want the
transaction runs out before the weeks runsout.i will effect the payment

pay you through my paypal account but my account is currently out of
use,paypal told me it will take two or weeks to rectify,i will make the
payment through an online secure and guarantee auction payment call
bidpay in which the funds will be delived to the address provided by
the seller.get back to me with your full name and address.thanks,
I only post to the UK and would like advice on how to claim back any or all of my Ebay fees. Any advice would be grateful

Just file a non paying bidder after 7 days
then after a further 7 days you can request your fees back
you can't reclaim your listing feesmoney saving my @rse.
I've spent 10x as much as I would if I had never discovered this website :-)

Can't reclaim your listing fees but when if you relist you won't be charged again (happened to me several times with phones in the past - well annoying!)2p off is still 2p off!0
