The issue is of security for the OP rather than fire exit. That is not going to change with a fire dept /Crime prevention officer visiting.0

Is it really the OP's problem that the other flat "needs" a fire door. Personally if I was a tenant in this situation I would be thinking about whether I could refuse access for these works to be carried out on the grounds that it would infringe my quiet enjoyment of the property to have someone building a door in my hallway. it's not like the landlord needs access to the OP's property to carry out essential maintenance - not having a fire door isn't going to make the property fall down, it will just mean he can't rent it out.0

It will if the Fire Officer decides that it's not a satisfactory arrangement, whatever the council may have allowed at the planning stage.
For example, without a second door at the base of the stairs, anyone using the door in an emergency could allow smoke straight into the OP's stairwell, impeding their exit.
But it was a suggestion, nothing more. OP knows the layout and can decide what is most relevant/appropriate.0
