as my kitchen needs a full refurb and bath and toilet need a refurb to this is going to cost a bit to put right.
and about 6 other things wrong with property inc damp,and wood rot few tiles on roof and a few more things.
could i negotiate a price with the councill and use this to get the price down a bit so i can get the repairs done to the property.
Why not get the council to pay for all the repairs - after all, you are in rented accommodation, it is the landlord's responsibility to pay for maintenance costs.
Then once they have done it, exercise your right to buy.
Sounds like the sort of thing you would do.

Its interesting that the Tories are supporting extending the right to buy scheme for tenants if they get in. Thats because it saves the taxpayer money.
Under Labour housing associations have become monsters getting all housing stock from councils under 'transfer' arrangements and then promptly taking them off market and boarding them up ; to force houseprices up, and rents up and maintenance down.
So now the costs to the taxpayer of housing benifit are one of the largest costs, incredibly larger than other aspects of social security. The system is recognised as needing dire reform even under Labour which plans to pay the benefit direct to the tenant and get the tenant to make up any shortfall in rents from whatever they work out is the market rent.

Of course tenants converting thier rents into mortgage payments would substantually reduce the burden on the taxpayer never mind also having to foot the bill for maintenance costs and improvements.
Say, the amount of housing benefit paid to a tenant of a HA or council house is around £5kpa. The end result is that you give a tenant about 5 years of discount (£25k) and make him unable to sell the property on the market for 5 years without paying back the discount given. The taxpayer would be no worse off and much better off for it longterm.
The high price of housing is down to government policies over land, mass immigration and banking credit. The price of a home is historically (over 100 years) 3 times the average gross wage which would put average house prices at 76k. Their has been gross inflation of house prices under Labour meaning average prices are 160k, 6 times gross average earnings - and huge sums of money are being taken from taxpayers and printed out of thin air to cover the gap. This is the damage thats being done to social housing, the artifically high costs of house prices meaning replacing stock is difficult.
The RTB offers people ownership, creating more stable communities with people in who work, and look out for ther neighbourhood, rather than a lumpen lot of ex-prisoners and single mums with multiple kids by multiple fathers, drug dealers and the rest who labour can smile at and have another 'safe seat' to fiddle expenses over.so says another ordinary mug fighting the 1% who own the political machine grinding them down from on high...

Mish mash..takes my hat off to ya. xx I completely agree that older tenants should be moved to smaller homes if they are willing and able to do so. I am one and have been trying to move for years. Thing is, I have 2 bedrooms and still need 2 bedrooms. The difference is that my home was built to accommodate up to four, with 2 double bedrooms and lots of living space. I want a smaller house with a single and double bedroom and not so much space. They wont give me the time of day and view me as adequately housed. What more can you do? I am in low paid employment and tried the Govt schemes to get out of social housing altogether. Huge joke. I cant get a mortgage at my age and even if i could, why should I have to pay the same as everyone else for these new build properties when i would be giving back a home for a family in need? I joined Choice Based lettings schemes and am in the lowest band as choosing to move..all bedsits/flats and dumps no one else wants. It is a home for life as far as I am concerned cos i cant get out of it.0
