home insurance, previous criminal record

Hi everyone.
My home insurance is up for renewal and I would like advice on my renewal. My partner previously had a criminal record which is now spent. I also live in a high flood risk area, although it has never flooded. The renewals have always been just over 700 and did not reduce much once the conviction was spent.
I believe I could get a quote well under 500 but one question always keeps me with specialist companies. It is something along the lines of 'have you ever been declined home insurance'. I am unsure what to answer here as when the conviction was live I could find insurance, although from one company at the time. If I answered 'no' I think my insurance would fall considerably. Although my present company at the time would not insure me any more, one other would. Is this like having many companies not insuring you if in a flood risk area? Confused and any suggestions would help. My renewal is October 1st. Thanks in advance.
