Pregnancy complications while insured

My wife was pregnant when we took out a policy with Bupa. She is now 8mth+ and her consultant has said she may need an emergency caesarian due to a "low-lying placenta". When she called Bupa to ask if she was covered, they said she would be if she had been a policyholder for at least twelve months, which she isn't. I found out when I got home, and it occurred to me as rather unfair, as the reason for the cover is for times like this. Does anyone have any experience of this, and is the 12 month rule really unfair or can insurance companies write what they want into their policies? Many thanks
