I can't post smilies or use link buttons on this forum.

I'm surprised you've only just discovered this as the problem has been around as long as IE11 has. It is simply that the MSE website has not been made fully compatible with IE11.
There are two workarounds for posting smilies ...
1.) Right click on the icon and select Copy, then right click in your text and select Paste.
2.) Or you can click on the Switch Editor Mode button (top right corner of the message composition window) and the smilies should then work normally ... it just looks a bit funny as they appear as code until you hit the Submit Reply button.... I've changed laptops in last couple of months and used only chrome on previous laptop. I did notice a while ago but kept forgetting to investigate why.
