Paypal & Bank Account - Payment Reclaim

Hi,
Im in need of a bit of advice if possible its a bit of a long winded problem so please bare with me.
My girlfriend has been organising her sisters hen do in Marbella where they want to attend a pool party at a hotel, she had to pay $1000 to secure the booking which she did via PayPal as requested, now PayPal stopped the payment going through as they thought it was fraudulent and after checking with my girlfriend they told her to put it through again which she did, so on her PayPal account it shows one failed and one completed payment.
In the meantime my girlfriends sister also paid the $1000 via bank transfer as she didn't know my girlfriend had paid it.
So they have now paid $2000 and the hotel are claiming they have only received the payment from the bank not the paypal and are refusing the refund.
What is the best way to chase the hotel for the money? can we do a small claims court if the company is abroad?
We have asked paypal to chase and they said its up to us to chase and the bank wont help because its an international payment?
Any help would be greatly received

This entire thread seems dodge and suspicious if you ask me.... Just the way you start reading is text book fraudster talk.
The bank wouldn't know if it was an international or EU or UK payment or not. As it's paypal whos processing the payment. Just make a claim on the paypal account.0
