The gov site below says this:
To me that implies that it has to be for an occasion. Possibly to stop people claiming its a gift when its not.
It may also be affected by the type of gift.

The first definition, but not the only.
Here is another definition:

UPDATE: it got sent back to customs who have cleared the charges. i called them on monday and the parcel arrived back to parcel force today. hopefully will be delivered by friday.
parcel force deliver the heavier items because its over 2kg. just like if i want to send international parcels over 2kg via royal mail, parcel force deal with it though the post office
the $62 postage is a flat rate charge the USPS charge for the box and you can fill it up, up to a certain weight. the postage isnt based on cost of items
to clarify it was a gift for special occasion. if they opened up the package they would have seen that.
I will update when i finally receive the package.
If others are in similar situations call customs first and see if they can help before paying the fee.0 -

the sender has to send it via EMS for postage to be included which this package wasnt.
if it was EMS parcel force would have charged a handling fee of £13.50 instead of £8.0 -

customs didnt even open the package
someone chose not to read the label, gift is clearly marked.
parcel force then sent me a invoice for £0.00 asking me to pay online. confusing.0
