The IPC's appeal system has now been approved, so interesting days are ahead especially when you find that "Non standard appeals" will cost the consumer £15 and are binding on both parties.
Question is; What is a "Non Standard Appeal?"
Grounds for refusing to deal with your complaint are:-

Question is; What is a "Non Standard Appeal?"
Grounds for refusing to deal with your complaint are:-
- Where the consumer has not attempted to resolve the dispute directly with the Operator.
- Where another ADR entity or a court has already begun to deal with the matter.
- Where the appeal is considered to be vexatious.
- Where dealing with such a type of dispute would seriously impair the effective operation of the IAS.
- Where the parking charge was imposed more than 12 months ago.

Perfect text book example of why "trading standards" is not fit and proper to offer any advice to the public, long have they forgotten what it is they are exactly supposed to be doing.
They morphed from a establishment that was set up to protect the consumer from rouge traders in to an organisation that rouge traders can call upon for an umbrella for protection.
Trading standards , you have no standards and this move proves that they are in bed and in cahoot with the rouges themselves.I do Contracts, all day every day.0 -

They may be on an aproved list, but do they fully comply with the Alternative Dispute Resolution for Consumer Disputes (Competent Authorities and Information) Regulations 2015.?

Firstly, the £15.00 excess sounds reasonable. I do not see how any appeal can be "vexation" where PPC greed, deceit. and tax evasion are involved.
Secondly, do not blame Trading Standards Officers, my own council (The Peoples Republic of Reading) would far rather spend my Council Tax on Diversity Co-ordinators,, five a day awareness monitors, and motions in support of Hamas that stuff like consumer protection.
Thirdly, I do not see how IAS will be able to drive a coach and horses through the new ADR rules.

Could a FOI request be made to see the audit of their application and the subsequent compliance stipulations?0

The IPC's appeals service has not been approved as complying with the ADR regulations. The IPC has been approved as an ADR body but the parking appeals they handle are just an 'appeals service'. This is just the same situation as Ombudsman Services who are an approved ADR but the new POPLA that they administer is merely an 'appeals service' & doesn't comply with the ADR regulations.0
