Would Barlcays have written up front saying PPI is not claimable?

A bit of a strange one, and I'm really not expecting anyone to know the answer to this, but worth a try anyway.
I am about to write to Barclays to claim PPI for my Mum, following a successful claim myself from Barclaycard. She thinks in the past she's had a number of Barclayloans (which she definitely paid PPI on) going back a number of years and has held a Barclaycard in the past (and more recently).

BUT, the thing that has stopped me doing this already is that she said that she MAY recall a letter from Barclays a couple of years ago (that she didn't keep) writing to her to tell her that she isn't eligible to claim any PPI. Could this be true? I can't imagine why it would be, but maybe there is something I don't know about, which is why I'm asking on here.

As I said, a bit of a long shot that someone may know why this may be. I'm wondering if it's still worth trying?
