There isn't one simple answer to your question. I honestly think that you are better off looking for a good book, which will pull together all the relevant information and put it into context for you. Then if he wants to read the actual words of a statute, he can go online and research exactly what he needs.0

Hi,
I would recommend you get some free advice, there are several organisations out there National Debt Line is a charity based organisation that will be able to offer advice on Baliffs and debt. I think there website is http://www.nationaldebtline.co.uk
Also I know Payplan and CCCS offer free advice, but I can't vouch for them personally.
My understanding about your position is that until MNBA or agents of get a CCJ and you fail to comply with it, baliff's can't be used. I also understand that if you do get a court date and have limited income the court may only order you to pay £1 anyways. Please jump in amyone if I'm getting this wrong.
I think rather than trying to understand the law and case law getting some good free independant advice would be your best bet and I know personally that NDL rock.
