reclaiming barclays additions fees

Put a complaint into barclays about additions account, had the phone call and was told I would receive a letter with their decision if my complaint was upheld or not in 2 weeks. Have been waiting 6 weeks for this letter now and every time I ring up they tell me there was a technical reason why the letter wasn't posted. Has anyone else had this problem
