If you've sold the house, surely the boiler is the new owners responsibility.0

They will if there is deadly CO in the air, that's what they are for. The fact it didn't go off meant there was no risk.
It can just mean that the risk was not high enough to trigger the alarm, which can happen quite easily in the summer when the boiler tends to be on less, and things like windows/doors open more.
In the winter that same leak can reach a dangerous level.
It's one of the reasons some CO alarms have both an audible alarm, and a way of displaying the maximum level it's picked up, so that if you're out when the alarm has sounded or it hasn't reached the trigger threshold you still have some indication it's picking it up.
It's the main reason we went with a more expensive model when we chose one, as the boiler is in a bedroom so we want the notice as soon as possible even if it's a minor leak in the summer.0
