Rip Off Saga admin charges on car insurance

I know this has been in the press recently, insurance companies charging excessive fees for the slightest change in details, well I have just experienced this with Saga. Change of address on my car insurance has just cost me £29.55!
I asked for a breakdown and; £11.55 for notifying DVLA (I think they mean the national insurers database - that's one press of a button), then £18 'admin' for entering my new address on my account (this is probably auto-linked to the national database anyway).

Perhaps a little higher than some, but not excessive. If you only want to deal with insurers with low admin fees there's a fair chance you'll end up paying higher premiums.0

Actually, the admin charge is £25 and the £4.55 is likely change in premium. (see their published terms on their website)
