Are you having a laugh? Seriously NRP fail to tell of change of circumstances and in my experience nothing is done and in many cases I have read about absolutely nothing is done either. It works both ways, and as statistically most single parents do not receive maintenance from the non resident parents there are more NRP who fail to tell of change of circumstances than resident parents.
You know that many statistics are made up?
According to the BBC news article
Work and pensions minister Steve Webb said that over 80% of separated families using the CSA are paying towards their children.
"Those parents who think otherwise are a small and dwindling minority. What we're trying to do is to channel that commitment to empower parents to take control of their own lives and come to their own family-based arrangements to support their children."
But lone parents' charity Gingerbread said the government's figures painted a "misleading picture" of the state of child maintenance by "glossing over hundreds of thousands of missed payments for children".
Gingerbread chief executive Fiona Weir said figures released earlier this year showed "one in five of the parents the government is reporting as 'paying' are in fact not contributing the full maintenance they owe for their children, and could still be counted as paying even if they make as little as one partial payment every three months".0 -

I tend to side with Gingerbread statistics as my assumption is that government agencies will extrapolate data to make it appear that they are meeting targets and and create skewed percentage. In my case for example my ex may of been seen as compliant but before I closed my case missed 7 months of payments and what he was due to pay was minimal due to being able to distort his earnings.
Anyhow the CSA/CMS doesn't have the resources to pursue and treat NRP or PWC severely if they don't reveal a change of circumstances. In my experience with them they didn't have time for basic's like call backs and work on my case was at a standstill.0 -

I tend to agree with the part in bold, and hence why this board can be so active.
All of the split parents I know of in real life have a running agreement whether it be family agreed or via the csa. From this thread and others it seems things may go awash when either the PWC or NRP are not self managing thier own cases.0 -

NRP only legally obliged to tell CSA if moving address or changing employer. The changing employer is fairly recent it only used to be obligatory if you paid via DEO0 -

All old cases will be transferring over to CMS, cases currently with CMS the NRP must by law inform the CMS of an increase (and decrease) of 25% or more to weekly earnings.0 -

My mate had a letter saying his case should be transferred to the CMS in 6 months time, well actually it said that his case was closing and to arrange with the PWC if he so wished.0 -

do you know if your case was passed to the accounts reconciliation team for their consideration?
the difficulty in cases such as yours where the closure date is changed retrospectfully is that the parent with care will have already been paid the money. what you will have been refunded (I assume) is payments which have been held from the time you first questioned the eligibility of the claim.
ART can make a decision to make a reimbursement to you and to recover this money from the parent with care.
in a lot of cases the overpaid amount cannot be recovered and the agency end up covering the cost of the reimbursement (this is being discouraged by senior management at present given the massive financial restraints the agency is under)

Well latest for me is CSA are checking exactly how much I have overpaid by after my case closed then I will have to make a decision as to whether or not I want them to recover it from the PWC.
Apparently they will only contact PWC to recover the money if requested to do so.
I told them I would make a decision once they have a definite figure.0
