chasing deposit back ....

hi i recently moved out a property i was renting, i moved out on the 2nd of september at the end of the agreed tenancy, no issues or problems at all for the year i was there.
The day after i moved out i asked if i could be there when the inventory chap was there, so we agreed a time and we met at the property.
He gave the place a good look around and made a video, his words "the property is in perfect condition better than when i moved in" basically the property was a new build so there was a few paint splashes, grout on the tiles and general builders dust throughout the property when i moved in, anyhow when i moved in i cleaned it all up took me an hour so no issue with that, so i guess thats what he means but the property being in better condition now, so he assured me that i will be receiving the full deposit back..... great :j
the chap was a nice bloke, worked for himself on behalf of the property management company, he said the following day he will send the report off and i will have my deposit back in a few days
now here is the problem, I'm still waiting for the deposit to be returned, i have called the property management company several times and have been told 2/3 days then 7 days then 10 days and then today i have called them to be told to call them again in 7 days!! that would make it the 21st of sept 19 days after moving out, is this normal practice? or am i right in thinking I'm being fobbed off?,.... and i can almost guarantee on the 21st if they do tell me they will be returning the deposit that itself would take a few days
my deposit is protected,so i have that reassurance!....
