Who to complain to?

Hi all, i attempted to buy online 2 items from Costco but a few seconds later after my banks extra security box appeared the net went off,the next day costco emailed me saying there is still time to complete your order.I did make a fresh order the next day as there was no sign of the old one,the order arrived a couple of days later but the next evening at the checkout at asda i had to put everything back as my account was empty.It turns out Costco had reserved the £809 from the first not completed order making me overdrawn.After a frantic call to my bank and Costco the next day i was assured by Costco that the money usually bounces back after roughly 48 hours my bank says 10 days which has not happened.This has left me with no money and no as yet solution.What should i do next is my question?

    Probably not much you can do from previous threads. Next time I'd use a credit card so it doesn't impact your bank account.

    An earmark does not actually come off your account. It drops off naturally without appearing as a transaction between 4-7 days.

    Has your account actually suffered two debits or just one debit with the other being an earmark?
    Who to complain to?

    This is effectively your error and not a wrongdoing by the bank or costco. Although you could question costco as to why your order wasnt showing.

    Your post is quite hard to understand but does this mean that the failed purchase happened more than 10 days ago and that your available balance has still not had the £809 returned to it? If so that's certainly longer than the usual length of time it takes for a reserved amount to drop off, and I would get back on the phone to your bank to find out why it hasn't.
  • Not a direct answer to this case, but it's hard to believe that in this day and age a retailer can't instruct a bank to remove a pending payment when it has been cancelled or duplicated.
