working tax credit question

i spent 10 years abroad and got a job within 3 weeks, after about a month a colleague told me about working tax credits so i claimed.
i started being paid £53 a week working tax credit from around september 2014.
in april 2015 it stopped and they said i had gone over the limit allowed with my pay.
in july i filled out the forms they sent and calculated i had been paid £13.980 from the year they asked think it was april to april 2015.
i have just got a letter back saying i owe them £702. i phoned to query and they said something like after i had earned about £6k they payment should have been reduced 41p in the pound so i owe them money.
is this correct?
i have agreed to pay them by direct debit £19 a month for 3 years so its not a big worry if i owe them but it seems wrong.
thanks

Tax credits are initially based on the previous years income, this figure would be on your award letter
Had you earned up to £5k over that figure there would be no overpayment as this is a "disregard"
If you knew that your income was going to be higher that this then you would have been better advising them of an estimate when you received the award notice to allow them to reduce the payments and avoiding waiting till renewal time to realise you have an overpayment
  • the previous years income was stypidly low, which is why i came back
  • my income for 2013/2014 i think was less than £6000
