Secret Database for financial companies

Hey Guys
I'm going to make this as short as possible because I need some help.
In the past about 3 years ago I had a paypal account. For reasons of a dispute with a buyer who claimed something I sold was faulty (but also they failed to return me the item back) I was left with an overdrawn paypal account. I couldn't pay this balance off at the time to paypal. My account was overdrawn and unusable.
About 4 months later my bank accounts, all my company bank accounts got closed for commerical reasons. I have 2 limited bank accounts, both were closed for "commercial reasons" by the RBS along with the personal account I had with them.
I was really upset as no reason was allowed to be given to me. Just the letter stated "commerical decision".
Okay I dusted myself down and attempted to open a new limited bank account for my web design business. I went to Santander and they gave me a new business limited account and personal account. About 3-4 weeks after having this bank account the same happened. My account was closed for a commerical decision and no reason given to me. I can't recall the exact wording by them but it went. They interestingly enough kept my personal account open.
The cycle repeated as I went to another bank and had the same happen.
I checked my credit reports and they were all clean no problem. I checked with CIFAS and all other databases under the sun I am aware of and nothing comes up bad for me nothing at all.
It seemed there was some kind of marker on some database in some place against me being allowed a limited bank account. For the time being I traded with my personal account. And soon enough I opened simply a business account but not a limited business account. Sure enough this account remained open. With a totally different bank this time of course.
I went to see an accountant and financial services individual who has a really strong reputation for being to help. I went to see him at his offices, I took my credit reports with me from experien and equifax. He went away performing checks on a screen I coudln't see and at this point I hadn't told him about paypal as I hadn't pieced this together. He looked at me and asked me if I have had a pdq? I said no, then he asked me if I had some past dealing with paypal in particular. The penny then dropped. He said its on a database I won't have access to but there is a marker on my file from a company operating out of Ireland under payment processers and that tends to be Paypal.
There was nothing else he could advise to me at this point. I since can not contact him as he has retired and number unavailable.
It is really holding me back in life and I feel I have no body to talk to about this to attempt to resolve the matter. No one even knows of any hidden databases that hold this that I talk to now.
Someone must have something for me to go off? I rang paypal and they werent helpful. I have sinced paid off the balance as well. I am afraid of opening more bank accounts until the issue is resolved and I am trading as a sole trader now as I am unable to get a limited bank account.
What do I do now? And why isn't the public made aware of these hidden databases?

Have you checked the CIFAS register?
This could be a total coincidence or something suspicious going through your accounts.
From what you have written somebody could be accusing you of first party fraud - get it checked out.

If you are running a business it could be that the banks are looking at your business credit report. I know Experian and Equifax do them and that you can buy them direct from Experian/Equifax. Although I can't see how an issue with PayPal would be the cause of your problem unless you were operating that account as part of your business.

Think of the large number of people who've experienced trouble with paypal and the large number of those people who have business accounts. Even supposing the silence of all the people who access it, if a database existed it certainly wouldn't be a secret one.0

As stated I have checked with CIFAS and I am all clear. Also check were on my own personal identity not the identity of my business.
There is a database that holds something kind of record on it about me. Because I've been sat with someone whilst they were using it.
I need to find out what database this is now. I will check Dun & Bradsheet0 -
