So, when I travel 'in work time' to go up to my office (which is 3 hours away, and i visit a few times a year) .. do I have to work, or is the travel itself work?

I normally snooze or watch a film on my laptop...

In a similar boat and my rule is I usually work on the trip down if the current project isn't confidential if it is its no work and watch films on the way back, unless its the silly o clock train then I usually sleep on the way down.

It can also depend on if you CAN work - if you are in economy, with no table, then the chance of getting anything done is minimal.
