Appealing parking ticket help

Hi all, just looking for advice on how to move forward with this please.
I received a letter on 21.08.15 from PCS claiming they had placed a ticket on my car on 18.02.15 at approx 10.30pm., and as I hadn't paid it I now owe them £150. Firstly, I have not received a ticket on my car or a letter through the post before this and if I had I would've paid it at the time. And secondly, I can't pinpoint myself to that location on this date or time.
I emailed them the day I received the letter stating the above and requesting proof of the parking notice being placed on my car (part of me wishes I hadn't now after reading some of these posts). Yesterday they replied with the following message: "Please see the enclosed photographic evidence confirming that a PCN was placed on the vehicle for notification purposes. Without evidence to the contrary, I must assume that, on the balance of probabilities, that this PCN was duly received." (cocky, right?)
I'm not sure how to attach the picture (there was only one) to this thread, but it was a very bad quality picture, not showing where my car was parking, it just showed that it had a ticket on it and it doesn't even look like it's in the area where I apparently received the ticket. The picture also doesn't show any signs or road markings.
Does anyone know where I would start regarding appealing this? It all seems a bit dodgy to me. The company who initially issued it are called Millennium Door & Event Security (whoever they are?) and they then must've passed my details on to PCS.
Any advice would be great. Thanks in advance.

You may have broken the golden rule and revealed yourself as the driver?

Anyway start off by reading through the newbies FAQ thread at the top of the forum.
  • My exact wording of the email I sent them is:
    Good afternoon
I have received a parking notice via post today claiming I owe £150 for a parking fine from 18/02/15. This is the first letter I've received and I have not had any form of ticket on my car or via post. I don't recall parking in this area at this date or time.
Could you please send me proof of this? The lady I spoke to on the phone advised there was a ticket placed on my car, this is definitely not the case as I haven't returned to my car to find one.
I would like to appeal against this.
I look forward to hearing from you.
    Many thanks

I'm assuming by saying "my car" this has broken the golden rule?
My main concern is the picture taken, my car could've been parked anywhere!

  • Does anyone else have any tips please?

Millennium Door & Event Security Ltd t/as Millennium Parking Services are a BPA member

any appeal should have gone to them, not PCS (PCS is DRP in disguise)

send the NEWBIES sticky thread template appeal to Millenium, also complain to the BPA that you have never received the correct paperwork for this and been denied your right to appeal it, or to go to popla , enclose copies of correspondence so far

also complain to the DVLA about this too (lack of appeal due to them not following the BPA CoP

send the template appeal to DRP/PCS too and demand a popla code

you may not get any of the above, but you need to start a paper trail especially as this goes back over 6 months or more

bear in mind you may have to ignore them for 6 years, so read post #4 of the NEWBIES thread about ignoring debt collectors

and stop phoning them up, dont talk to PCS / DRP again on the phone, not at all ! preferably IGNORE them

at the moment UKPC have a fraud investigation happening over dodgy photographs taaken with cameras or smartphones, so dont accept those as evidence either , these shady companies usually put the ticket on the car, take a photo, then remove it again, dodgy to say the least
