    Do your council operate a landlord (or somesuch) registration scheme and, if so, are they registered. Might be another way forward.

    Or there could be an ombudsman scheme nearby?

    If I were you though I would go to Citizens Advice, although verbal abuse is classed as assault you would need witnesses etc and that would be a difficult path to follow.

    If you are going to sell your house you would have to declare this so somehow you will need to get it sorted.
