The public sector is different to the private sector, the public sector can not just give you a pay rise because your manager thinks you are worth it. They will be pay scales and over time yours will go up when your colleagues started that are now on more then you would have started on what you are on.
The only way to get a pay rise is if the pay review board recommends one or go for promotion but you will have to apply for that like everyone else0 -

It was true when I was in the CS, had 2 promotions plus 2 or 3 "regradings", and as a manager I did recommend people for promotion who were promoted fairly soon afterwards.
However this was more than 10 years ago, so things may have changed.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
