Right to buy...

My friend was around the other day with a dilemma which i was unable to give a good answer for.
Basically he lives in a housing association flat which i think he has done for at least the whole time ive known him which is 6 years.
He has has a partner which he said she lives in a council house with their kids. Think he said they've been together for 10 years (no idea why they're not living together already after 10 years but each to their own! lol).
His partner has lived in the council house for 2 years. He said he now has enough money to buy a house but doesn't want to buy his flat on a right to buy. Instead wants to give up his flat to someone else needy and he wants to officially move in with his partner and kids to the 2 bedroom council house and was asking if he still has a right to buy that property straight away or if he needs to prove he's lived their a certain amount of time.
I think i can understand why he hasn't asked the council directly as i think he does 'stay' with his partner 50% of the time where as the other times he will stay at his flat. Think the council will probably get suspicious if he mentions he does that, anyway any thoughts from someone in the know?

He doesn't have any RTB her flat. She might have.
You may wish to have a search on RTB to find out the general opinion around these parts of this kind of shenanigan, and some of the issues that need to be considered.0 -

I thought the OP said his friend lived in the HA flat while his girlfriend/partner lived in the council house he would prefer to buy.
Anyway OP I think your friend would have to be joint tenant with his girlfriend/partner before he has RTB her council property.0 -

You got it spot on there.
If my friend was to become a joint tenant, how long would he wait before he could buy the house? think he wants it at the discounted rate too.0 -
That may just sum it up there, so if i've read that correct it appears my friend needs to officially move in with his partner and live their for 12 months before they can make a RTB? Am i right? will pass the link over to him anyhow. Thanks0 -
Also, he doesn't have the right to buy his HA flat. He may have the right to acquire. Different ball game entirely0

He said he now has enough money to buy a house

That sounds very worthy- has he managed to build up the capital because his partner has been claiming as a single parent and the taxpayers have been paying for his children's day-to-day needs?

No idea what she does or if she claims, but he did mention a while back he sends her money every month.0
