I'm going through exactly the same process but with 3 missing letters. This is helpful for my court case and possibly yours to show this is not a one off, just waiting on papers. We will be backing each other.0

Good news: ParkingEye finally replied to my letter. "We can confirm that this Charge has been cancelled and there is no outstanding payment due on this account."
FYI here is what I wrote:In your letter you refer to two previous Parking Charge Notices sent to me. We did not receive either of these letters. Your letter of 4th September is therefore the first communication that we have received from you.
If you are acting under the Protection of Freedom Act 2012, Schedule 4, Paragraph 9(5) then the Notice to Keeper should have been delivered within fourteen days of the alleged breach of contract.
Please provide me with proof that a Notice to Keeper was posted to me. Please note, I will not accept as sufficient evidence an internal date of issue – you must provide me with clear documentary evidence that the Notice to Keeper was handed over to your specified agents for delivery on or before the 27th of August 2015 in order for me to accept a reasonable presumption of delivery two working days after postage.
If you do not have evidence of delivery of the Notice to Keeper within fourteen days of the alleged infringement then my liability as Keeper lapses and any future correspondence should be with the driver of the vehicle.0
